The United Kingdom and France Plan to Send Forces to the Country should a Ceasefire Accord is Finalized

The British and French governments have formalized a declaration of intent concerning the positioning of armed personnel in Ukraine should a peace deal be concluded with Russia, the British leader, Keir Starmer, has stated.

Subsequent to discussions with Ukraine's allies in Paris, he noted that the allies would "establish operational bases throughout Ukraine and build protected structures for weapons and equipment" to prevent any subsequent incursion.

The coalition members also suggested that the America would assume leadership in monitoring a halt in hostilities.

Russia has consistently stated that any external forces in Ukraine would be considered a "legitimate target", but has so far not commented on this new declaration.

Context and Continuing War

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russian forces at this time occupies approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to be alongside Ukraine for the long-term," commented the British leader.

National leaders and high-ranking officials from the "Partner Group" took part in the recent discussions.

Speaking at a shared media briefing, he noted: "It creates the pathway for the operational parameters under which allied and coalition forces could function on the ground in Ukraine, defending Ukraine's skies and seas, and restoring Ukraine's armed forces for the years ahead."

The British leader went on to say that London would participate in any American-headed monitoring of a potential ceasefire.

Protection Pledges and Negotiation Stances

Senior US negotiator Steve Witkoff stated that "durable safety pledges and strong reconstruction vows are critical to a lasting peace" in Ukraine – mentioning a major condition made by Ukraine.

He indicated the partner nations had "substantially agreed on" their work on finalizing such guarantees "in order that the citizens of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also took part in the negotiations.

At the same time, France's leader Emmanuel Macron stated that Ukraine's supporters had made "significant headway" at the negotiations.

He added that "comprehensive" safety pledges for Kyiv had been settled upon in the case of a prospective truce.

President Volodymyr Zelensky stated that a "significant advance" had been made in the talks, but qualified that he would only view efforts to be "sufficient" if they culminated in the cessation of the fighting.

Recently, the Ukrainian leader said a settlement was "largely prepared". Agreeing on the last 10% would "shape the future of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the heart of key disagreements for diplomats.
  • Putin has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any middle ground over how to conclude the war.
  • Kyiv has thus far ruled out surrendering any land, but has proposed that Ukraine could pull back its troops to an designated point – but only if Russia does the same.

Russia presently holds about 75% of the Donetsk region and some 99% of the bordering Luhansk. The pair of oblasts form the area of Donbas.

The earlier US-led 28-point peace plan that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being strongly biased in Russia's direction.
